Approximately two weeks ago, Santa Clara News Online (SCNO) requested that Santa Clara Police Chief Cory Morgan respond to questions about Councilmember Kevin Park’s most recent domestic disturbance incident.
SCPD sent a car to Park’s home on June 11, 2025. It was the third time since 2017.
Morgan did not respond. Instead, Lieutenant Eric Lagergren provided a statement to SCNO. Lagergren recently took over as the Public Information Officer for the SCPD.
Below are the nine questions sent to Morgan. Lagergren’s statement follows. He outlines SCPD policy but does not answer any of the questions sent to Morgan about Park’s domestic disturbance incident.
- Why has the police department delayed responding to a SCNO public records act request for the June 11, 2025, domestic disturbance incident involving Kevin Park? In the request submitted on July 23, 2025, and due within 10 days according to state law, SCNO requested specific legal justification for withholding information about the June 11 incident.
- Why did you, as police chief, decide to close the investigation into the recent domestic disturbance without a public statement or detailed explanation, especially given the significant public interest?
- What standard procedures does SCPD follow when investigating incidents involving public officials, and were these procedures adhered to in Councilmember Park’s case?
- If this case was handled differently, can you explain why this case is being treated differently compared to other domestic disturbance investigations that don’t involve public figures?
- Given the repeated nature of domestic disturbances at Park’s residence, has the SCPD taken any additional measures or provided further monitoring or support?
- Is there an internal review or oversight process within the SCPD regarding the handling of investigations involving public officials, particularly when concerns arise about transparency
- As Police Chief, do you believe the public has been adequately informed about the events surrounding the domestic disturbances, and if not, how does the department plan to rectify this?
- In light of the concerns raised by the community regarding transparency, what steps will you, as Police Chief, take to ensure that similar incidents are handled more openly in the future?
- What steps, if any, is the SCPD taking to address potential public perception issues about favoritism or lack of accountability when it comes to public officials under investigation?
Statement of Lieutenant Eric Lagergren responding for Morgan:
“The Santa Clara Police Department is firmly committed to upholding the rule of law with impartiality and integrity, ensuring that all investigations, including those involving allegations of domestic violence, are conducted with the utmost professionalism. Every case, regardless of the individuals involved, are handled according to standardized protocols designed to ensure fairness, accountability, and justice. We are committed to protecting the dignity and safety of all individuals involved while maintaining the integrity of our processes.”
After reading the above statements, it’s clear that some action should be taken against Kevin Park. Chief Morgan, the voters who voted you into office deserve your attention to this abuse. Shouldn’t Mr. Park serve some jail time and be removed from our City Council. This has been going on for years. We need action.

What is Chief Morgan hiding?
Unfortunately, this is the good old boy system in action. Public officials protect public officials. Our public safety leadership throughout the County has to turnover if we want real investigations and real prosecutions.

DA Rosen let Mr. Becker get away with picking up garbage instead of serving jail time. No doubt DA Rosen and Chief Morgan will do the same with Mr. Park.

Chief Morgan, you are doing a great job meeting community. But there’s concern there’s a predator in our midst. Kevin Park’s record speaks egregious volumes. Residents need to know you are on our side. Not defending child predators and wife beaters.
After a contentious election thanks to the 49ers, I expect Chief Cory Morgan to be accountable to the residents and fully transparent on all elected officials conduct, especially when it relates to domestic violence. The women in our community deserve protection. The young women (read middle school students) in our community deserve to feel safe.
council Member Kevin Park in Santa Clara has engaged, since 2020, a virulent and active hostility towards women. Park hired Jay Reed, a consultant fired by State Senator Cortese for gender abuse. Park has numerous domestic disturbance complaints and actively harassed female elected officials.
