The Santa Clara City Council approved the plan to fix and reopen the George F. Haines International Swim Center (ISC).

Last night, the Council voted unanimously for what City staff recommended as “Option B.” Here are the key elements of the plan:

• Replacement of pool decking, recirculation system, plumbing, boilers, and perimeter gutter systems
  
• Refurbishment or replacement of the dive tower
  
• Reconfiguration of the racing pool to meet international standards (depth, lighting, temperature, and equipment)
  
• Project estimated to cost $4-$5 million over budget, with a contingency bringing the total to $10 million
  
• Expected to extend the facility’s life by 25-30 years

Option B is set to be completed in under two years, thanks to an accelerated design process.

The City will use funds currently in the General Fund Land Reserve and be reimbursed by Measure I Funds – the bond measure that Santa Clara voters passed last November.

Mayor Lisa Gillmor and former City Councilmember Kathy Watanabe rewrote the measure to reduce the size of the bond and target specific projects, including the ISC. 

The facility will remain operational throughout the construction phase, allowing uninterrupted access for all users, including both recreational swimmers and athletes.

Phase 2 of the project will include the demolition, design, and construction of essential new infrastructure, such as a new administration building, restrooms, locker rooms, and equipment storage. 

The costs for this phase are still to be determined.

The Santa Clara aquatic clubs testified at the Council meeting that they support the City’s plan.
