The Santa Clara City Council got its first look at major revisions to the El Camino Real Specific Plan during last night’s meeting.

The updated plan comes with significant changes. There’s less housing and less retail.

Staff and consultants have spent months drafting new guidelines, standards, and policies since the Council last reviewed the document in August 2023.

The revisions reflect updated land use designations. They also address Council direction to tackle a key concern: taller buildings casting shadows on single-family neighborhoods.

Shadow impacts have been a hot-button issue for residents. The new plan includes stricter guidelines to protect existing homes from towering developments along the El Camino corridor.

The original plan faced criticism from residents worried about overdevelopment. Many feared massive apartment complexes would overwhelm nearby single-family neighborhoods.

The shadow study requirements represent a direct response to those concerns. Developers will now face stricter rules about building height and placement near residential areas.

The updated plan also includes refined design standards. These aim to create more attractive, pedestrian-friendly development along El Camino Real.

The revised approach balances growth with neighborhood preservation. The new guidelines try to accommodate development while protecting existing communities.

Council members will continue reviewing the plan in the coming months. Public hearings will give residents more chances to weigh in on the proposed changes.
