Downtown has made no progress since Suds Jain made great promises in 2020. Hundreds of thousands of dollars have been spent, thousands of hours of staff time, too.
But there’s been no visible progress. The downtown advocates are not happy. Residents are not happy. The downtown businesses are disappointed.
Who/what is most responsible? (Survey is below)
Suds Jain – Since being elected to the District representing Downtown, Jain has pushed for PAID parking in the Downtown area. Many believe he has done nothing to advance revitalization of Downtown
City Staff – City staff, most notably, City Manager Jovan Grogan are leading the study to consider relocating City Hall to the Agnews campus. Many believe City staff has delayed any action to revitalize Downtown.
Reclaiming Our Downtown – Many people think the grassroots organization has pushed developers, planners and others to revitalize Downtown only to their standards and for things they want such as a street trolley and a movie theatre venue

Reclaiming Our Downtown pushed for a transparent process, and in 2018, the City formed the Downtown Task Force (separate from Reclaiming Our Downtown) to ensure all voices were heard. After 52 public meetings – each getting CITIZEN inputs – the Downtown Precise Plan was approved in Dec 2023, but City Management hasn’t acted. We just want the plan Santa Clara citizens helped create implemented now.
Once again Mr. Haugh are far from common agreement on many things. I believe if Mr. Haugh would resolve sone old issues with my nephew, I would salute him more often.
Today he does get a big sale. Mr. JAIN IS A COMPLETE ROADBLOCK TO Revitalizing DOWNTOWN.
Jain could care less. As a planning consultant I put it two businesses in Franklin Square, and the Gillmor’s have done over 25.
Jain could care less about small business.
