Councilmember Suds Jain was singled out by nearly one in five respondents in Santa Clara News Online’s reader survey on Downtown revitalization.
Jain received 19 percent of the vote, making him the third-highest answer behind “All of the Above” and “City Staff.”
The criticism focused on some simple facts: Jain represents the Downtown area, has talked about the issue for years, but has not produced visible progress.
A District Five resident wrote that Jain “has failed to deliver on the commitments made to Downtown residents and businesses.”
“Since 2020, there has been no meaningful, visible progress tied to his leadership,” the resident wrote.
An Old Quad resident said Jain, “as the longtime representative for that area, has done nothing.”
“The proof is that after decades, there is not one shovel in the ground,” the resident wrote.

Some respondents also criticized Jain’s policy priorities.
An active downtown resident said proposals like paid parking have created “additional barriers for small businesses and visitors.”
“When a district representative prioritizes policies that discourage activity rather than attract it, the result is stagnation,” the resident wrote.
A Mission City resident mocked Jain’s priorities, saying he has not moved Downtown forward “unless you count wanting a bike lane and paid parking.”
The comments also tied Jain to broader frustration with the current Council majority. One Santa Clara resident referred to the “49er Five” as roadblocks to progress and called Jain “definitely culpable.”
Another respondent claimed Jain’s vote on City Hall relocation was another sign that Downtown is not the priority.
One resident who requested anonymity praised Reclaiming Our Downtown volunteers for putting in “their own time and effort” to bring back a Downtown. But the same respondent said Jain is where “the fault of inaction” begins.
Downtown has been a defining issue for Jain and his district. And residents are measuring him by the lack of progress and failed promises.

Suds has been such a disappointment. I was sorry that the recall effort ended. For a while there he was paying more attention to the residents, even sending out a district 5 newsletter. Of course that has now stopped. It was mentioned that at this week’s city council meeting he had forgotten how he had voted regarding $1M to support the STEM Zone. I did watch when he voted about moving City Hall to Agnews. Moving City Hall would not be good for downtown, which we all agree the residents want to be built.
